Emergency Management Professional
OVERVIEW:
The Emergency Management Professional support disaster preparedness, response, recovery and mitigation services. Conducts and supports damage assessments and design review on buildings, roads, dams, bridges, flood control structures, equipment and machinery. Reviews engineering and construction fieldwork. Builds, maintains and ensures collaboration and clear communication between federal, state and local entity representatives.
DUTIES:
· Support developing FEMA Project Worksheets-PWs to support federal grant funding obligation by developing complete scopes of work, damage description, and accurate cost estimates.
· Support and conduct site inspections; documenting eligible damage; Conducting project research and analysis as needed; Formulating eligible scopes of work; Estimating costs of scopes; Identifying and coordinating special considerations; Identifying and coordinating special considerations; and Providing supporting documentation.
· Prepare, submit Federal Emergency Management Agency (FEMA) grant proposals and manage grant awards; coordinate applications for FEMA disaster assistance programs. Ensure compliance with state and federal requirements for emergency management funding programs including performance, mitigation, and homeland security grants, technical assistance and disaster assistance.
· Reviews plans, specifications, estimates, and related documents for compliance with laws and standards and makes recommendations for improvements. Reviews the collection of field data for engineering and environmental projects, and analyzes and validates data.
· Confirms actual conditions of project by conducting site surveys and conducts investigations of compliance with approved grant activities.
· Prepares correspondence and technical reports.
· Assist in budget implementation and administration; prepare progress reports and conduct/participate in regular meetings on operations and activities, provide meeting representation as required.
· May assist with planning and assigning work of others; may train others.

· Mathematics - Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications.
EDUCATION / TRAINING / EXPERIENCE:
Desirable experience in disaster response/recovery environment and/or engineering or construction industry performing review of building codes and inspection procedures, public works supervision, site planning, contract administration, engineering or operations. Knowledge of engineering techniques and theories. Additional work experience of the type described or other related education may be substituted for one another on a year for year basis.
SPECIAL REQUIREMENTS:
Must have a valid driver’s license or ability to obtain within 1 month and maintain such valid driver’s license while employed. Position will require completion of a background check.
