Capital Projects Manager
OVERVIEW:
The Capital Projects Manager is responsible for the development, implementation and oversight of a Capital Projects program. The Capital Projects Manager is responsible for the bidding and award of large scale purchases and construction contracts for our client. This involves preparing bids, overseeing procurement, and directing building construction/renovation projects.
DUTIES:
Prepare, review, process and award bids for large scale purchases. Prepare specifications, coordinate, and conduct pre-bid and bid hearings, prepare advertisements, secure phone quotes, and maintain support files on all written quotations and formal invitations to bid according to established local, State, and Federal laws and procedures.
· Implement procedures to advance the preparation and review of Bid Documents.
· Plan, direct and coordinate the activities of procurement professionals engaged in the procurement of engineered equipment and subcontracted construction and consultant services.
· Lead the identification and qualification of suppliers, subcontractors and sub-consultants able to support the work.
· Facilitate the evaluation of supplier performance.
· Plan and direct building construction and remodeling programs, ensuring compliance with all established local, State, and Federal rules and procedures.
· Ensure compliance with Davis-Bacon wage laws.
· Conduct estimates of needed maintenance, renovation, and construction jobs.
· Conduct physical needs assessments.

KNOWLEDGE AND ABILITY REQUIREMENTS:
· Knowledge of bidding and award process for equipment, supplies and services.
· Ability to make mathematical computations such as addition, subtraction, multiplication, division, and calculating percentages as needed to compare costs, verify accuracy of computations, determine bids, and sum totals.
· Ability to analyze and interpret laws, regulations and technical specifications as needed to comply with legal requirements.
· Skill in written communications; the ability to write with clarity, proper sentence structure, spelling, basic grammar, logical ordering of information and ideas as needed to prepare specifications, correspondence, or obtain price quotes or information.
· Ability to communicate orally by telephone and in person with suppliers, salesmen and other staff.
· Ability to review and analyze purchasing documents including requisitions, purchase orders or specifications or procedures. Ability to identify problems, to determine if additional information or requirements are needed to process paperwork or ensure compliance with city and state laws and guidelines.
· Ability to create Capital Fund Budget Line items breakdown, prepare federal forms such as HUD Capital Fund forms and budget revision forms.
· Develops or possess knowledge of Davis Bacon wage requirements.
EDUCATION / FORMAL TRAINING / EXPERIENCE:
Desire an Associate degree or Bachelors degree or minimum two years of college education preferably in a related field such as Construction Management, Engineering, Architecture, Business Administration, Accounting, Finance or equivalent technical and/or management field. Experience in capital projects development contractor/developer oversight and management and purchasing/acquisition experience of development related items such as supplies, materials, and equipment.
SPECIAL REQUIREMENTS:
Must have a valid State of Florida driver’s license and a clean driving record, and continuously maintain such valid driver’s license and clean driving record while employed. Position may require completion of a background check.
